Ilham Heydar oglu Aliyev was born on December 24, 1961 in the city of Baku. Having received his secondary education in Baku in 1967-1977, Ilham Aliyev entered the Moscow State Institute of International Relations (MGIMO) in 1977. After successfully completing his higher education, he continued his scientific activity in the graduate school of the institute.

Ilham Aliyev, who defended his dissertation in 1985, received the degree of Candidate of Historical Sciences and worked as a teacher at MGIMO until 1990. In 1994-2003, he served as Vice President and then First Vice President of the State Oil Company of the Republic of Azerbaijan (SOCAR).

Elected to the Milli Majlis in 1995 and 2000, Ilham Aliyev was the head of the Azerbaijani delegation to the Parliamentary Assembly of the Council of Europe (PACE) in 2001-2003. As part of his political activities in PACE, in January 2003 he was elected Deputy Chairman and Member of the Bureau. In connection with his appointment to the post of Prime Minister in 2003, Ilham Aliyev's parliamentary powers were terminated. He was elected President of the Republic of Azerbaijan on October 15, 2003 and took office on October 31. Ilham Aliyev, who won more than 88% of the votes in the October 15, 2008 elections, was re-elected President of the Republic of Azerbaijan.

He once again won the October 9, 2013 presidential election.

In the presidential elections held on April 11, 2018, Ilham Aliyev was re-elected President of the Republic of Azerbaijan with 86.03 percent of the vote.

President Ilham Aliyev is the chairman of the ruling New Azerbaijan Party. Ilham Aliyev has also been the President of the National Olympic Committee of Azerbaijan since 1997. He was awarded the highest order of the International Olympic Committee for his great contribution to the development of sports and the Olympic movement.
