Certificates are issued to graduates of IX and XI grades in schools subordinated to the Baku City Education Department (BCED).

According to Tehsil.biz, the certificates contain annual and exam grades. The certificate of complete secondary education also indicates the orientation of the class in which the student graduated.

34,874 people graduated from the 9th grade, 20,024 from the 11th grade, and 146 from the 12th grade (full-time and part-time high school) from the general education institutions subordinated to the ITUC.

It should be noted that the certificates are presented to graduates on the basis of "Samples of state documents on education at the general education level and the Rules for their issuance" approved by the Cabinet of Ministers.
