Within the framework of the State Program on Increasing the International Competitiveness of the Higher Education System in the Republic of Azerbaijan for 2019-2023, applications for funding doctoral education abroad are accepted twice a year. The next application is planned for the spring semester of 2022.

It should be noted that the program is designed for candidates preparing for admission to doctoral studies abroad in priority specialties or currently studying abroad at the doctoral level in relevant fields.

The list of documents required for the application is as follows:

Admission from one of the top 500 universities in the world in a priority field;
Letter of consent from a local higher education institution;
Research work (in Azerbaijani language and not less than 2000 words);
Diploma (s) and appendices (s);
Military ID or certificate of deferment of military service;
Letters of recommendation (2 pieces);
Health certificate (AZS - 086/1);
Copies of scientific articles (if any);
CV.
