The statement came from Nijat Mammadli, head of the Science, Higher and Secondary Special Education Department of the Ministry of Education, speaking at a training on "Media and Education Dialogue," Tehsil.biz reported.

He noted that this will ensure the transition to the principle of per capita funding at all three levels of higher education.
