“My 11-year-old daughter, Z. A., suffers from cerebral palsy. Although he studied at home last year, he dropped out this year. The reason is that I was not informed in time that I had to hand over the child's documents to the school.

Zamin Abbasov, a resident of Gizilagaj village of Masalli region, told Qafqazinfo in his complaint, Tehsil.biz reports.

According to him, although the deadline for submitting documents to the school expires on September 30, he was informed about it three days ago:

"On Sunday evening, September 27, I received a call from Gizilagaj village secondary school that if you want your child to study, you must bring your documents. I couldn't prepare and submit the documents because it was the weekend. I went to the Masalli District Education Department, and they said that you should have brought it on time. The department harassed me and neglected my work. Then they said that the child will study next year. Because the documents are late, the minister must order my daughter to study. "

According to Abbasov, among the documents to be handed over were documents related to the child's illness. However, these papers were lost in the medical institution and they had to be brought from the capital's hospital.

The father of the minor says that his inability to get an education has a negative psychological effect on his daughter: "Because my daughter was looking forward to school, we even made school preparations, bought notebooks and pens."

Qafqazinfo contacted the Masalli District Education Department regarding the problem. In response, it was stated that the appeal was investigated. It turned out that it is impossible to involve the child in home education due to the delay of the documents by the parent:

“Z. A. In the 2020-2021 academic year, “G-40.0. - Epilepsy. Frequent epileptic seizures (3-4 times a week) ”in accordance with the Cabinet of Ministers' August 27, 2020" List of diseases that entitle to study at home and the rules of organization of home education ". Due to the negligence of the parents in the current school year, it was not possible to consider the issue of enrolling the child in home education and enroll him in home education due to the failure to submit the required documents to the school administration and the Psychological-Medical-Pedagogical Commission under Masalli RTC.
