Russian citizens are prohibited from taking the international exam in English in the TOEFL format (Test of English as a Foreign Language) organized by ETS.

Tehsil.biz reports with reference to "lenta.ru" that a message is sent from the platform to Russian citizens about the impossibility of registering for the exam.

"Due to the requirements of the US Department of Foreign Assets Control (OFAC), we are unable to process your request," the message said.
